Pluralisme Hukum dalam Layanan Publik: Model Perlindungan Kopi Indikasi Geografis Banyuwangi Berbasis Aturan Lokal Petani

Rendahnya penerjemahan aturan lokal (petik merah) ke standar layanan publik formal, sehingga IG berisiko menjadi dokumen administratif tanpa kontrol kualitas riil. Tujuan penelitian adalah mengidentifikasi model layanan publik pluralistik yang mengharmonisasikan hukum negara dan living law komunitas petani untuk menjaga reputasi serta nilai ekonomi kopi. Metodologi menggunakan desain yuridis empiris kualitatif. Data dikumpulkan melalui observasi lapangan, wawancara informan purposif, dan dokumen legal. Analisis memakai triangulasi teori. Teori utama mencakup pluralisme hukum Griffiths, tata kelola komunal Ostrom, dan perspektif budaya kekayaan intelektual Coombe. Lokasi penelitian mencakup empat kecamatan produsen kopi seluas 9.959 Ha. Hasil menunjukkan formalisasi IG oleh DJKI berdampak pada kenaikan harga Green Bean hingga 62% dan harga petik merah menyentuh Rp90.000/kg karena kepatuhan SOP komunal yang dimonitor MPIG. Kesimpulan menegaskan model layanan publik pluralistik yang fasilitatif memperkuat legitimasi aturan lokal dan keberlanjutan kualitas. Rekomendasi mencakup institusionalisasi model LPP di Pemkab, penguatan MPIG, standar verifikasi substantif, dan replikasi kebijakan IG komoditas lokal secara nasional.
